PSC CALLS FOR LGU SUPPORT ON GRASSROOTS SPORTS DEVELOPMENT

The Philippine Sports Commission called a meeting of Governors and Mayors and stakeolders to seek support on the reactivation of Executive Orders 63 and 64 at Crown Regency Hotel in Cebu City last Tuesday.

The EO's were issued by then President Fidel V. Ramos and mandated the creation of Physical Fitness and Sports Development Councils in all barangays, municipalities, cities, and barangays. It also calls on all local government units and national agencies to support the national "Sports for All" program.

PSC Chairman William Butch Ramirez encourages the LGU's to develop the citizenry through sports which should be promoted on all levels. He stressed that sports is not all about winning medals but how to make it as a vehicle to a happy and healthy citizenry.

Commissioner Ramon "El Presidente" Fernandez announced that they will visit provinces and cities all over the country to facilitate their own respective sports summits to formulate the plans on the implementation of their sports development programs.

National Director Marc Velasco discussed the fundamental framework of the Philippine Sports Institute. Revived recently by the PSC, the Institute aims to train athletes and coaches through scientific methods to make them at par with international standards.

Regional training centers will be established and LGU's are enjoined to search for potential children who could be trained at an early age to become world-class athletes in the future.

The question of funding were asked by the stakeholders and the PSC suggested the tapping of the assistance of the private sector. According to Ramirez, the PSC was even short of budget because of the many national sports associations seeking financial help.

Problems were raised on mayors and governors who earmarked little or no budget for sports development because they have other priorities in their respective jurisdictions.

Gov. Dominic Petilla of Leyte and Mayor Ace Binghay of Balamban, Cebu were the only local chief executives present. This writer was the only vice mayor in attendance and there were a handful of councilors. All the rest were sports coordinators and heads of office.

The PSC also announced the holding of the Batang Pinoy and Philippine National Games regional and national level competitions where the LGU's were encouraged to send athletes to compete.
