
THE GAB MANUAL OF OPERATIONS

In response to the growing demand of enhancing professional sports in the Philippines with GAB as the Presidential agency tasked to regulate and supervise all its conduct to include adjudication of problems arising therefrom, the first ever GAB Manual of Operations, a first since this agency's establishment in 1951, will soon be released. Copies of this, though very limited due to financial constraint, will be made available to the national professional sporting communities and some be given to the top officials and organizations.
I was informed by the assigned publisher yesterday that this week, 300 hard-bound copies in glossy-colorful cover frontpage imposing the picture of Her Excellency President Gloria Macapagal-Arroyo will be out for circulation. This is not for sale.
For the interest of the national leadership's professional sporting agenda and Chairman Eric R.Buhain's dream of putting the nation's professional sportsmen into the global scene, thus, this book will serve as the "bible" on the hows and the what and the focal mission of the Games and Amusements Board leading towards building up of national champions and transforming them into world class athletes ready for international competition. As many Filipino professional athletes now are making waves worldwide, especially in boxing, the timely creation of this manual becomes a solid testimonial of a new thrust and seriousness of the incumbent administration and this Board.
What is the essence of this Manual of Operations? What particular benefit would it give to our Filipino constituencies in sports? Admittedly, this writer and the other authors did not finish it overnight. For the period of months, we have had the hard time researching, data gatherings, went through all the past and present records (other documents had to be taken out of this agency's archives), did series of interviews, actual assesments and technical participations to the sporting conducts, travel here and there to produce proofs and confirmation of relevant informations among others. Its not easy to come up with this kind of priority project, but personally I would say it's definitely worth the effort. For having been in the realms of "public service" for quite a time since my local government years , this is the first time that I experienced personal satisfaction to be a part of a program which aims at "contributing to the national agenda" and in working completely with a sense of fulfillment to duty.
Essentially , the GAB Manual of Operations 2006 as its first edition carries with it the basic functions and this agency. The explained and simplified "supervisory, regulatory and adjudication" aspects of our authority have been clearly and manifestly defined in this hand book.The natural administrative flow on how an individual, groups or organizations in professional sports be involved, get licensed and operate as the co-partners of the GAB.An individual from his/her amateur years or not even pasing through it , will be guided on the hows and the what to become professional sport athlete.In a nutshell, from the moment a person becomes a professional athlete, the conduct of sport defined as " play for pay"(professional), its technical rules and governing regulations down to any possible adjudications due to problems which may arise rolled into one , that's where and when the GAB is all about.
Attuned to Buhain's thrust, the publication of this GAB manual is just one of the many areas of concern that we envisioned to make and put into reality. As part and parcel of our expansion program, we have already managed the creation of two (2) entension offices namely in Iloilo City and Zamboanga City.Through this administrative and operational effort, surrely we are bringing the government agency "closer to the hearts and minds of our people, by simple reason of accessibility ".
We do hope that this GAB Manual of Operations will serve as an inspiration and guiding instrument to those who are already in the professional sporting circle of the country and to the future leaders of our sports community. We may not be perfect, but at least, we are doing what is expected of us as vanguards of professional sports in the country.
