SOMETHING FISHY IS GOING ON

When something smells rotten, it is always likely that something dubious is causing this odor.

The recent actions of the Bureau of Internal Revenue (BIR), the tax arm of the Philippines, against Manny Pacquiao, is something to be suspicious of.

This week, the BIR announced their issuance of a "Notice of Garnishment" on the monetary assets of Pacquiao in various banks in the country, timing it when Pacquiao's name is as fragrant as a freshly strewn sampaguita in a room.

Pacquiao is once again the sports and cultural hero that he is after a very successful outing in Macao over the weekend. His victory is hailed as the country's much needed distraction after a series of devastating natural calamities that hit the country.

It was also a respite from the political and economic turmoil that is brought about by massive corruption in the country. A number of senators and congressmen are being investigated this year regarding their involvement in a widely publicized corruption case.

The BIR has issued its "Notice of Garnishment" letter to various banks more than two months ago, why is it, that it is only being played out now in the media and in full view of the public?

"It is all political," a friend who has boxing and political ties opined.

"If you've noticed, this kind of issue always comes out during his fights," he added.

Only this time, it was after his inspirational victory and not during his preparations or right before a big fight of his.

The boxer/congressman's popularity skyrocketed once again after his win over Brandon Rios, more so in the political and social norm, after he dedicated his fight and victory to those affected by Haiyan.

The state and plight of the his countrymen and the areas affected by Typhoon Haiyan has been synonymous with this fight. His fight and subsequent victory gave it added attention.

Is this current administration, through the BIR, trying to douse Pacquiao's popularity with the news that he is now broke after they froze his bank accounts?

Are they making him look bad in the eyes of his country and the world by implying that the global superstar is a cheat when it comes to paying his taxes?

And why are they singling him out when tax evaders permeate the higher echelons of Philippine society? They can always start inside the agency, inside Malacanang, in both branches of Houses, why a political rival like Pacquiao?

And why only this time? Why not after they sent that notice to the banks some two months ago? Why now when Pacquiao's name is all over the news everyday?

And once again, why is this being played out in the media?

The BIR has always underachieved in the past, if they want to look good by running after a popular political and cultural rival, then they are not doing themselves any favor at this time.

Their intention, however way they mask it with legal chatter is reeking political odor and the knowledgeable public knows it?

Why go after Pacquiao? Why not go after those that are involved in the "pork barrel" scam? Them that are suspected to steal from the people.

Why not go after those cheating businessmen, them who mastered the know-how to cheat the system? Why not them too? Why just Pacquiao?

Doesn't all this smell fishy to you folks? Because it does to me.
