PANONCILLO PROUD OF WBO FOR CREATING ?FIGHTER OF THE DECADE BELT?

WBO vice president for the Asia-Pacific region Leon Panoncillo says he?s proud of the WBO organization under its president Francisco "Paco" Valcarcel for creating the special ?Fighter of the Decade? belt which will go to the winner of the fourth showdown between Manny Pacquiao and Juan Manuel Marquez in Las Vegas on December 9, Manila Time.

Panoncillo told the Manila Standard ?the winner deserves the recognition as they will have fought their hearts out on four occasion of all out war for the whole world to appreciate.?

While stating his pride in the WBO decision Panoncillo said ?it will be an honor for the WBO giving this to the winner.?

Panoncillo also clarified the issue of sanction fees pointing out that Pacquiao won?t have to pay the WBO anything even if he wins the belt but that since Marquez is still the WBO super champion in the light welterweight division he has to pay a 3 percent boxer?s fee due to ?his participation in another weight category and to retain his status as WBO junior welterweight champion.?

He said Marquez had to obtain permission from the WBO Championships Committee to fight in another weight division while at the same time retaining his title.

Panoncillo made it clear that ?This will only apply to Juan Manuel Marquez because he is still a champion and not pertaining to Manny Pacquiao, No fees will be applied to Pacquaio.?

Panoncillo referred to Section 15 of the Rules on Non-Championship fights or Non-WBO championship fights which states that (a) Nothing in these Roles is intended to prohibit a World Champion from engaging in non-WBO Championship fights, even if the non-championship fight is in a weight category different from that in which the Champion is the WBO Title holder. The outcome of any non-title fight shall not affect the recognition of the World Championship by the Organization, provided, however, if a WBO Champions loses a match subject to this Paragraph, the WBO the World Championship Committee may order the WBO Champion to conduct a Mandatory Contest within 120 days of losing the match.?

(b) A WBO champion shall not participate in a non-championship fight that is not a WBO Championship without the prior authorization of the WBO World Championship Committee. This authorization shall be subject to such conditions as the WBO World Championship Committee determines. In addition, this authorization will be granted only on the condition that the WBO Champion pay a fee to the WBO that is the equivalent of the amount that he WBO Champion would have paid to the WBO if the non-championship fight were conducted as a WBO Championship fight.

(c) A WBO Champion who wins a non-WBO Championship in weight class that is different than the weight class in which he holds his WBO Championship must decide within ten (10)days of the non-WBO Championship which title in which weight class he will retain. No WBO Champion may hold a non-WBO Championship in a weight class that is different from the weight class of his WBO Championship.
