With the #1 and #2 slots vacant in the IBF Light Flyweight division, the #3 ranked fighter is Panamanian sensation Luis (Pan Blanco) Rios (17-1-1-12KO). In the #4 slot is the tough Mexican from Tijuana, Javier ?Cobra? Mendoza (19-2-16KO).

With Team Mendoza refusing to fight Rios, the #5 ranked fighter is tough Mexican Felipe Salguero (16-3-1-11KO) who Filipinos remember when he had a hard fought battle in a 12 round unanimous decision loss with WBO World Light Flyweight Champion Donnie ?Ahas? Nietes this past June 2 in Pinoy Pride XIV in Manila.

With top Panamanian Promoter Rogelio Espino of ZONA DE BOXEO, was quoted as saying, ?he is ready to promote this IBF title eliminator in Panama or Mexico for this coming October.?

The winner would be the mandatory challenger and go toe to toe with the tough warrior from the Philippines, IBF World Light Flyweight Champion Johnriel Casimero.
